The Collapse of the 28-Point Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the tension triggered by the presentation of a new 28-article proposal for achieving ceasefire appeared – temporarily – to have been stabilised. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of aerial bombardment on Kyiv.

The Rhythm of Peace Talks and Military Action

The chain of conflicting incidents captured the grim essence of the current period. By day, negotiation efforts are fought: hopeful statements are issued from different nations. Immense energy is allocated on managing specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "resolution".

Nighttime Reality

As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is equipped to monitor projectile deployments from Russian territory, a ability afforded by up-to-date information. From witness perspectives, defense planes that had been dispatched to engage hostile aerial threats streaked across the sky – advanced fighter aircraft supplied to Ukraine by Western partners.

Moments later, Kyiv's missile defense activated: multiple launches targeted at a incoming threat. This was a advanced protection mechanism at work, most likely provided by allied countries. Every firing jolts you unexpectedly, shaking the windows. The moment of terror quickly gives way to sober acceptance: maybe the incoming missile won't hit its mark this time, protecting urban areas from catastrophe and further power outages.

Ongoing Risks

Soon after, a large-caliber weapon opened up on a aerial vehicle in the vicinity, part of a mobile-fire group – probably allied-provided weaponry. Sadly, the shots failed to hit the enemy aircraft – it continued its flight toward its objective.

Intermittently, this carried on until dawn. Kyiv faced the morning news: seven people killed, destruction and heating outages in multiple buildings as a result of the evening attack. As always, everyone still continued their routines – enduring hostilities. But those entire period illustrated Ukraine's essential dependence on international aid – a need that neighboring countries are clearly incapable to replace in the immediate future.

Unsuccessful Negotiations

The comprehensive proposal from American leadership sparked intense emotion, controversy and profound anxiety – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.

Every new initiative from American administration unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually achieve victory. This cycle will, no doubt, persist.

Tactical Assessments

It is convenient to criticize particular leaders of consistently pushing Russian terms. But that does not seem to be the entire situation. Washington works based on a premise well known to seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The White House presumes that it is impossible to pressure the Kremlin to relinquish the areas that it presently holds in Ukraine's southern or eastern regions.

The issue is that while accepting these circumstances, American administration does little to deter Moscow, through diplomacy or military means, from believing that the situation will not shift further in its favour in the near future.

Opposing Positions

Therefore, the Kremlin is certain that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their reason to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leadership remains supremely confident in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing lives and land but avoiding a entire defensive failure until conditions improve in its advantage.

Current Realities

Factually, there are no genuine requirements for a truce. Now, personal considerations are becoming relevant: personal goals to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unacceptable, so that their priority does not switch to internal issues. And although their task will now be much harder after recent developments, it remains very improbable that this will alter their fundamental strategy.

These opposing factors are influencing discussions.

Assessment and Future

It took a only one week to kill the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, recent disclosures, all served their function.

While new initiatives based on old ideas are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and show certain reluctance to modify developments, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, largely rely on ongoing international assistance.
